For local businesses, you should focus on:

1. fast, mobile friendly homepage with clear niche/services/contact info
2. strong Google Maps (GMB) profile with ongoing updates
3. strong brand identity and consistency

Many people would say local citations like business directories are related to #3 but it’s a bit different, esp. after HCU.

Upwork is starting to treat freelancers like shit again, you might want to have another option for billing clients. Even if a client invites you to their project, you still have to pay “connects” regardless now.
